Scott Falgoust
Chair
Scott is a Senior Associate at Milberg Law Firm. He previously worked at the firms Lemmon Law Firm and Breit Drescher Imprevento & Walker, PC, and also served as a Law Clerk in the New Orleans City Attorney Office in the division Housing and Finance. Scott is a member of the St. Charles Parish Rotary Club. He resides in Luling with his wife and two children.
Felecia Gomez-Walker
Vice Chair
Felecia is the former superintendent of the St. Charles Parish Public Schools. She was selected for this role by the school board in 2013 and served in this capacity until her retirement in 2019. Felecia held many roles within the district over her 42-year career including as a classroom teacher, school administrator, and assistant superintendent. She resides in Hahnville with her husband.
Darryl is a Business Relations Manager with JPMorgan Chase Bank and a resident of Luling. He has previously served on the Board of Chase Bank’s Advancing Black Pathways initiative, which aims to increase the economic opportunities of communities of color. Darryl has also served as the President of Kappa Alpha Psi - Gamma Psi. He joined the CARE Center’s Board of Directors in 2023.

Clarence “Sonny” Savoie
Secretary
Sonny is a long-time education advocate and former member of the St. Charles Parish School Board. He has served in numerous leadership roles across his 36-year career including with the National Federation of Urban/Suburban School Districts, Louisiana School Board Association and National School Board Association. He retired from Texaco/Chevron, where he was employed for 32 years. He joined the Board of Directors in 2023.
Victoria Bryant
Victoria is the Executive Director for The Arc of St. Charles, a role she has held since 1994. She serves as an active member of the St. Charles Women’s Club and a former President of the Rotary Club of St. Charles. Victoria also serves on the Community Advisory Panel for Monsanto and as a volunteer for the New Orleans Mission.
Josefina Campbell
Josefina is a retired Spanish and English-as-a-Second Language teacher, a position she held with the St. Charles Parish Public Schools for nearly 25 years. She continues to work as a Spanish interpreter for the school district. Josefina is an active community volunteer for many community entities including the St. Charles Parish Hospital, the Arc of St. Charles, and the Friends and Parents of Children with Special Needs. She joined the Board of Directors in 2021.
La Sandra Gordon
La Sandra, a lifelong resident of the parish, serves as the Councilperson of District 1 for St. Charles Parish and is retired as a Human Resources Manager for St. Charles Parish Public Schools. She also serves as a member of the Board of Commissioners of the Sunset Drainage District, an Ex-Officio member of the St. Charles Parish Planning and Zoning Commission, and member of the R.S.V.P. Advisory Council. La Sandra resides in Hahnville with her family.
Thomas Hines
Thomas is the Founder and Pastor of Hope Church St. Charles. He serves on the Board of Directors of A Safe Space of St. Charles as well as on the Community Advisory Panel for Monsanto. He is a member of the St. Charles Parish Rotary Club and was named Rotarian of the Year in 2017. Thomas resides in Luling with his wife and two children.
Gordon is a retired chemicals industry professional, having worked for DuPont in various roles for 37 years. He is also the Associate Minister of the St. Matthew Baptist Church in New Sarpy. He serves on the boards of numerous local organizations including the New Sarpy Improvement Association, VIA LINK, Rotary Club of LaPlace, and Rotary District 6840. Gordon resides in New Sarpy with his wife.
